General Secretariat

The General Secretariat is the permanent administrative organ of the International Organization for Identity Documents (IOID).

Mandate

The General Secretariat is responsible for the day-to-day administration of the IOID, executing the decisions of the General Council and the Executive Council. It provides technical, legal, and administrative support to the organization's member states and technical committees.

Structure

The General Secretariat is composed of several specialized offices and departments:

  • Office of the Secretary-General: Executive direction and strategic planning.
  • Office of Legal Affairs: Legal advice, treaty depositary functions, and the Internal Court of Arbitration.
  • Office of Standards: Development and maintenance of technical specifications.
  • Technical Cooperation: Capacity building, training, and technical assistance.
  • Data & Registries: Management of public registries and data protection.
  • Administration & Finance: Human resources, budget, and procurement.
